In this equation the slope is the same as the original equation (-3), but has a different y-intercept meaning that this line is parallel. As for satisfying the requirement that the line is parallel <em>and</em> passes through (2,-4), I plugged the coordinates into the equation y=-3x+b to get -4=-3(2)+b, and then found what b would have to equal to make the equation true.
