The layer of atmosphere near the surface of the earth is the troposphere and the other layers are above the earth atmosphere these are mesosphere, and stratosphere.
The troposphere is suitable for flying of the birds as the temperature is suitable for their survival but layers of the mesosphere and stratosphere have lower temperature than the troposphere.
Nearly all water vapor and dust particles are present in the tropospheric layer but the quantity reduces in the mesosphere and stratosphere.
