If only half arrives then the orchestra wouldnt be correct. For a sentence fragment, if you have half of a correct sentence and the other is incorrect... it doesnt work.

However, rhetorical questions are used to persuade the reader to believe or agree with something, mainly in a discursive essay; but in a research paper, you aren't persuading, you are educating.
