He helped Katniss and Peeta stand out from other tributes because of their fiery clothing. (Literally) Not only are they "Star crossed lovers" but they were on fire. That was a VERY important factor though it was just seen as clothing. It made the tributes look at them as competition. Not just two lovers from district 12
