The major factors that plays a role in determining an areas climate are, the winds, terrain and altitude. Areas that are close to the sea are low in altitude, the terrain is flat and the winds keep blowing from the seas or the oceans. The ocean water has a high heat capacity, that is, it remains warm for a longer time compared to sand or rocks. This heat from the ocean waters is carried by the winds that blow over the areas close to the ocean. Hence the areas remain warm, and the weather doesn't fluctuate much because of it.
