Two tsp is less that 1 cup of milk so milk would be the best answer

If you did 3 scoops of ice-cream and 2 cups of milk you would have 2times the amount of milk and only 1 1/2 times the amount of ice-cream then if you did 1 cup of milk and 2 scoops of ice-cream
