Not nessecarily. If the perimeter changes to smaller numbers, is decreases.

Let's say that you have a garden with a fence that's 10×5 ft. Your area is 50 ft^2, because you multiplied the two sides. Your perimeter is 30, because you added the length of all sides, 10+10+5+5.

A tornado came by :( It knocked your whole fence down. After it went by, you rebuilt it. It's a lot smaller, at 7×3. That's an area of 21 ft^2, and a perimeter of 7+7+3+3, or 20.

Your friends felt bad for you, and gave you money to add more fence. You put it up, and now the fence is 15×10, which is 150 ft^2! Your perimeter is 15+15+10+10, or 40!
