In both the Balloons given in the picture there are excess of negative charge or we can say that both the balloons are likely charged. Then according to the law of electrostatics like charged objects will repel each other. Hence, the balloons in the figure will be repelled by each other, that is they will move away from each other.
The balloons will repel since the two balloons are mostly negatively charged so the the net force woukd be repulsive causing them to repel and move away from each other
